During 2002, the Newtown Planning and Zoning Commission will update the Town’s Plan of Conservation and Development. The Plan is the official Town document for guiding the municipal actions that affect the evolution of Newtown. Our first Town Plan was adopted in 1959, when Newtown had a population of 11,000 persons. By the year 2000, Newtown’s population had increased to 25,031 persons, a 20 percent increase over 1990.


Newtown is a beautiful community, strategically located and offering a high quality of life, some of the reasons why so many of us have chosen it as our home. While history has shown that Newtown’s rate of growth is affected by the state of the economy, over time, continuing growth pressures are a certainty. We can anticipate that in the future, many others will discover Newtown’s attractiveness as a place to live.


Growth brings change. The way in which growth is accommodated in Newtown will affect the character of our community and our way of life. The process of updating Newtown’s Plan of Conservation and Development provides us with the opportunity to examine our planning goals, policies and implementing regulations and assess the consequences of those municipal guidelines for the future character of our Town and our way of life.


The planning issues to be addressed and the tasks involved in updating the Plan are outlined in the accompanying Plan elements. This planning process has been organized to encourage community participation. The Commission will have regularly scheduled meetings and special workshops that focus on different elements of the Plan. As work progresses, we will be posting the technical memoranda prepared for each of the plan elements on this web site for public review and comment. This web site will be configured so that you may contribute comments and suggestions during the planning process. We hope that you will choose to participate in these town planning efforts.
