The Awards and Decorations committee was formulated and accepted in 1990 as part of the Policy & Procedures adhered to by the Newtown Police Department. Since its adoption the department has recognized many members who have consistently shown their ability to achieve above and beyond what is called upon them to perform without consideration for themselves. We award these Officers who have demonstrated these qualities.  
By acknowledging those individuals we hope the community will have a better insight into the commitment our officers who protect this community.

Goals of the Awards & Decorations Committee

To recognize and honor those officers of the Newtown Department of Police Services, who demonstrate consistently superior excellence in the performance of their duties; and enhance the positive image of NDPS, and its officers in the eyes of the people of Newtown and neighboring communities; and encourage and promote a consistently high level of performance and “esprit de corps” within NDPS.

The Awards and Decorations Program shall include: Recognition of Heroism and Valor, Recognition of Professional Accomplishments, Recognition of Honorable Service Longevity and Specialized Expertise Medallions.

DEPARTMENTAL MEDAL OF HONOR

The Medal of Honor will be awarded to any member of the department who intelligently and in the line of duty, distinguishes himself by the performance of an act of gallantry and bravery at the risk of life above and beyond the call of duty. The recipient shall receive a tri-colored bar (navy, white, navy) with a gold star attached.  The recipient shall also receive an official departmental certificate denoting their accomplishments, and the name of the recipient shall be placed on a plaque displayed at NDPS.
                       AWARD FOR BRAVERY

The Award for Bravery shall be given to anyone who demonstrates exceptional heroism in the performance of duty while exposed to life-imperiling danger.  The award shall also be given to an officer who under the above circumstances, saves someone’s life or makes a valid attempt to save someone’s life. The recipient shall receive a tri-colored bar (blue, gold, blue).  The recipient shall also receive an official departmental certificate denoting their accomplishments, and the name of the recipient shall be placed on a plaque displayed at NDPS.

AWARD FOR MERIT

The Award for Merit shall be awarded to any person who renders service beyond the ordinary course of duty with alertness, perseverance, or timely judgment in the performance of a difficult task which results in the saving or protection of life, the recovery of stolen property, preventing or solving a major crime, or the apprehension of an armed or dangerous person. The recipient shall receive a tri-colored bar (red, white, red).  The recipient shall also receive an official departmental certificate denoting their accomplishments, and the name of the recipient shall be placed on a plaque displayed at NDPS.

WOUND AWARD

Any officer who is wounded or killed in the performance of duty, in accordance with accepted police procedure and within the parameters of this policy, shall be presented with a solid color bar (purple). A bronze cluster shall be added to this bar for any subsequent awards. The recipient shall also receive an official departmental certificate denoting their accomplishments, and the name of the recipient shall be placed on a plaque displayed at NPDS.
    HONORABLE AND MERITORIOUS SERVICE AWARD

The Honorable and Meritorious Service Award will be awarded to any member of the department for each completed period of five consecutive years of honorable service as a member of NDPS. The recipient shall receive a tri-colored bar (green, white, green).

      DEPARTMENTAL EDUCATION AWARD

Any member of the department, who graduates from an accredited college, resulting in an Association of Arts or Science Degree, Bachelor of Arts or Science Degree, Master of Arts of Science Degree, shall receive the Education Award. The recipient shall receive a solid gold colored bar for an Associate’s Degree, a gold bar with bronze cluster for a Bachelor’s Degree and a gold bar with silver cluster for a Master’s Degree.

       CHIEF’S SERVICE AWARD

The Chief’s Service Award will be awarded for a creditable act, unusual in nature which meets some, but not all of the requirements for other medals, but which the Chief of Police deems should be recognized because of the initiative shown, or the accomplishment of the officer for the betterment of the department. The recipient shall receive a twin-colored bar (red, white).  The recipient shall also receive an official departmental certificate.







COMMISSIONERS’ SERVICE AWARD

The Commissioners’ Service Award will be awarded for an intelligent act, materially contributing to a valid police accomplishment or for submission of a device or method adopted by the department to increase efficiency in administrative or tactical procedures. The recipient shall receive a solid colored white bar.  The recipient shall also receive an official departmental certificate.

MILITARY SERVICE AWARD

The Military Service Award shall be presented to any officer who was formerly or is currently a member of any branch of the United States military, whether it was a full-time enlistment or a reserve capacity.  The recipient shall receive a tri-colored red, white and blue bar and an official certificate. A silver, “Combat Star” affixed to the center of the Military Service Award shall be presented to any officer who is eligible for the Military Service Award and also has the designation of being activated to and serving in a combat zone during wartime.

CERTIFICATE OF COMMENDATION

The Certificate of Commendation shall be awarded to any sworn member, or division of the department whose actions are deserving of recognition, but which do not meet the standards of a Department Medal.  Actions which may be considered for recognition are those which are beyond the ordinary course of duty, are exceptionally difficult or complex, result in a significant seizure, or which bring exceptional notoriety or credit upon the Officer or Department. A copy of the Officer’s Certificate of Commendation will be framed and displayed within the Police Department.


LAW ENFORCEMENT EXCELLENCE AWARD

The Law Enforcement Excellence Award shall be awarded to any sworn member of the Department who has shown a continued pattern of exemplary and exceptional work performance.  The nominated officer best exemplifies the ideal performance of duty and through their sustained work ethic have made valuable contributions in keeping with the Department’s mission.  Some of the attributes that the nominated officer may possess include:  exceptional conduct, consistent productivity, above average initiative, leadership, good attitude, devotion to the Department and to the citizens it serves, compassion, peer respect, integrity, excellent attendance, dependability, bravery, above average knowledge of the job, little to no discipline history, works well with their supervisors, professional appearance, community involvement and the completion of special assignments and extra duties that materially contribute to the Department’s mission, etc.

The Law Enforcement Excellence Award will be awarded to one officer for work performance based on the period of time beginning from the last Awards and Decorations ceremony.  The award is meant to recognize an officer whose single actions or accomplishments may not necessarily be worthy of an award but whose sustained work ethic and exemplary performance has a positive impact on the mission of the Newtown Police Department and thus deserves recognition.  The Law Enforcement Excellence Award may be awarded based on one single outstanding incident that is so unique that it, in and of itself, encapsulates the spirit of excellence in police service that this award is based upon. The recipient of the Law Enforcement Excellence Award shall receive a solid, light blue commendation bar.  They will also receive a personal plaque, an official certificate, and their name shall be engraved upon a plaque that will be displayed in the lobby of the Newtown Police Department.
ANITA M. GOOSMAN MEMORIAL AWARD

The Anita M. Goosman Memorial Award shall be presented to a civilian, a group of civilians, an organization, company, or entity following nomination by a member of this Department.  The award shall be given to those whose direct action or actions aid the Department in a manner considered “above and beyond the call” of civic duty.  These actions may include the assistance with a police investigation, incident or program, or any manner of support which materially contributes to the mission of the Newtown Police Department.  

SAVED BY THE BELT/AIR BAG AWARD

The purpose of this award is to identify and formally recognize Newtown Police Officers whose lives are saved or whose injuries are significantly reduced because they were wearing a safety belt or protected by an air bag and a safety belt at the time of a motor vehicle accident. This award will help in our efforts to: emphasize safety belt use by law enforcement officers as community role models. To increase public awareness of the benefits of safety belt use. The recipient of the Saved by the Belt/Air Bag Award shall receive the following: An official certificate from the Newtown Police Department, a plaque and Newtown Officers may also have their entry sent into the national IACP Saved by the Belt/Air Bag Award program for consideration.
