What is the Bidding Process?

A minimum of three quotations is required for any item whose price exceeds $2,000.00 and is less than $50,000.00. Public sealed bids are required for any item whose price exceeds $50,000.00 and must be submitted in accordance with the terms of the Invitation to Bid. In addition, purchases may be made by use of state pricing as opposed to the Town’s public sealed bid process.

Bid openings are regularly scheduled at 11:00 AM on Mondays. Under no circumstances will the Town accept bids after the date and time specified. Sealed bids are publicly opened and read aloud in the Finance Department at the time specified in the Invitation to Bid. Vendors are invited to attend bid openings and may inspect all bids following the opening.

Awards of all bids are made by the (Purchasing Authority) First Selectman and the Financial Director. Unless otherwise stated, all awards will be made within thirty (30) days following the bid opening. All bidders will receive a notice of the Bid award, once it is made. Vendors may request a copy of any document in the bid file following award.

The Town is exempt from all federal excise and state sales taxes. All invoices must be addressed to the department who received the services. The Town makes payments against properly documented invoices in a maximum of thirty (30) days.
